Cheapest Dive Destinations 2026: Budget-Tier, By The Numbers

Five of the destinations we track are tagged budget-tier based on verified accommodation, food, and diving costs. They price in three different currencies (Indonesian rupiah, Thai baht, euro), so rather than force a false-precision "#1 cheapest" ranking across exchange rates that shift week to week, this shows what each one actually costs. Use the currency toggle below to compare in one currency at today's rate. Four of the five are rated beginner-friendly; Nusa Penida is rated Intermediate (current-driven sites, not a first-certification destination) but still clears our budget-tier bar.

Every budget-tier destination we track, with real accommodation and diving costs, not a single "cheapest" claim across currencies we can't fairly compare without conversion.

Getting there

Fast boat from Bali (Padang Bai or Amed, ~2 hr) or from Lombok (Bangsal harbour, 15 min by public boat or 30 min by fast boat).
The three islands.
Gili Trawangan, Gili Air, Gili Meno Have their own docks.
No cars or motorbikes on any island, horse carts and bicycles only.

Minimum stay

2 nights

Good for your first trip if

Open Water minimum. No special certification needed for any standard site. One of Indonesia's most popular learn-to-dive destinations, with widely available, competitively priced PADI Open Water courses.

Know before you go

Relatively low-risk diving, no strong thermoclines, manageable currents, warm water.
The main risk is surface currents between the islands catching snorkellers out, stick close to the reef.
Nearest recompression chambers are in Bali and Mataram (Lombok).
Most dive shops carry oxygen.
No serious medical facilities on any island; evacuation to Lombok takes 45 min.

Getting there

Fly to Koh Samui (USM, direct from Bangkok and Singapore) or Surat Thani (URT, main budget hub), then ferry to Koh Tao (2–3 hr from Surat Thani, 1.5 hr from Koh Phangan).
Night train from Bangkok to Chumphon + ferry is the classic budget option ($15–25 total).
Overnight bus + ferry combinations also run from Bangkok.
The island has no airport.

3 nights (5+ if doing an Open Water course)

Good for your first trip if

Open Water minimum; no special cert needed for any standard site. This is one of the world's most popular learn-to-dive destinations. PADI OW courses $250–350 (among the world's most competitive prices). Nearest hyperbaric chamber is in Koh Samui (~2 hr by ferry + ambulance).

Know before you go

Nearest hyperbaric chamber is in Koh Samui, evacuation takes 2+ hours.
Dive conservatively.
The main non-diving risk is motorbike accidents; many divers rent scooters without experience on unfamiliar roads.
Party-related dehydration significantly raises DCS risk the next day.
Enforce your own surface interval from alcohol the night before diving.

Red Sea (Egypt)

Getting there

Fly to Sharm el-Sheikh (SSH) on the Sinai Peninsula, or Hurghada (HRG) on the mainland - both have direct charter and scheduled flights from Europe.
Marsa Alam (RMF) serves the south.
Dahab is reached by bus or taxi from Sharm (1.5 hr).
Each base has a distinct character, choose it before you book accommodation.
Check current government travel advisories for the Sinai region before travelling.

Minimum stay

4 nights (7+ for liveaboards to far sites)

Good for your first trip if

Open Water minimum for most sites. Advanced OW recommended for Ras Mohammed and liveaboard itineraries (current, depth). Thistlegorm is manageable for OW divers with a guide; interior penetration is Advanced. Hyperbaric chambers in Sharm el-Sheikh and Hurghada. Dahab's Blue Hole is dangerous, never attempt the Arch (56 m) without full technical training.

Know before you go

Well-equipped hyperbaric facilities in Sharm and Hurghada.
Dahab's Blue Hole has a disproportionate accident record, never push depth here, and avoid the Arch without full technical training.
Currents at Ras Mohammed and the Brothers can be unpredictable.
Drink only bottled water.
Sun protection on surface intervals is critical in summer months.

Getting there

Fly into Denpasar (DPS), Bali's main international airport.
Amed/Tulamben is a 1.5-2 hr drive northeast (private car or shared shuttle, no direct public transport).
Padangbai is closer, about 1.5 hr east, and doubles as the ferry port to Lombok and the Gili Islands.
Many divers do a one-way loop, arrive via Padangbai, dive Amed/Tulamben, then either return to the airport or continue the ferry onward.
No airport in either town.

Minimum stay

3-4 nights to cover both areas properly

Good for your first trip if

Open Water minimum for Amed/Tulamben's sheltered sites and Padangbai's Blue Lagoon. Padangbai's outer pinnacles (Tepekong, Mimpang, Biaha) are Advanced Open Water minimum in practice, most operators require prior drift-dive experience given the current and downwelling risk. Nearest hyperbaric chamber is in Sanur, roughly 2 hr from Amed by road.

The Padangbai pinnacles carry real current and downwelling risk, dive them only with an operator experienced on those specific sites, and only after building drift-dive experience elsewhere first.

Getting there

Fast boat from Sanur (Bali) to Nusa Lembongan or Nusa Penida, 30–45 min, multiple operators daily ($15–25 each way).
Most dive shops pick up from the pier.
Many divers day-trip from Bali; others stay 2–5 nights on the islands.

2 nights (or day-trip from Bali)

Good for your first trip if

Open Water sufficient for Lembongan and gentler Penida sites. Advanced OW recommended for Crystal Bay mola dives (cold water, surge, depth). Nearest hyperbaric chamber is in Bali (Sanglah Hospital, ~1 hr by fast boat + transfer).

Know before you go

Cold upwellings at Penida's open-ocean sites catch divers off guard, watch your depth at Crystal Bay; current can push you deep fast.
Nearest recompression chamber is Sanglah Hospital, Denpasar, Bali (~1 hr total transfer).
Most dive shops carry emergency oxygen.

Is Nusa Penida safe for a first-time diver despite being on a budget list?

It's rated Intermediate in our data, not beginner, because of current strength around the island; Mola Mola season especially draws divers who already have some experience.
