Moalboal centres on Panagsama Beach, a compact strip of dive shops, guesthouses and beachfront bars facing directly onto the sardine-run reef -- most visitors can see the bait ball just by swimming out from their hotel. It draws a budget-conscious, longer-stay backpacker and diver crowd, similar in spirit to Southeast Asia's other small dive towns, with a notably strong technical-diving community alongside the more casual recreational scene.
Moalboal's defining feature is a house-reef sardine run: millions of sardines forming a dense, swirling bait ball a short swim from the beach, diveable and snorkellable on virtually any day. Beyond that, Pescador Island a short boat ride out offers dramatic swim-throughs and drop-offs in some of the clearest water in the Visayas, and green sea turtles are a near-guaranteed sighting on the shallow reef.

Fly into Mactan-Cebu International Airport (CEB), then a road transfer to Moalboal (roughly 3-3.5 hours). Budget options combine a bus/jeepney to the Cebu South Bus Terminal then a Ceres bus (under ₱500 total); private or shared-van transfers (₱2,500-5,200) are faster and more common for divers arriving with gear.

Panagsama Beach has ATMs, small supermarkets, pharmacies and a dense strip of dive shops and guesthouses. Infrastructure is basic-beach-town rather than resort standard outside a handful of nicer properties.

Most diving here is calm house-reef and moderate-depth diving well within recreational limits. The nearest recompression chamber is in Cebu City, several hours by road, so shops brief conservatively on the deeper Pescador and technical-diving sites. Most centres carry oxygen on site.
Dec-May (dry season) is the busiest window for both diving conditions and topside weather. Jun-Nov is wetter and occasionally sees boat trips cancelled around typhoon activity, though the sardine run itself is unaffected.
